1/5 cases of police force unconstitutional?

An inquiry found that Seattle police use unconstitutional, excessive force 20 percent of the time.
Damn. forget trigger happy, probably racsist neighborhood watch members. I think the problem is much deeper. If even our most professional and trained humans misuse force this much, we have a problem and need to do something about it.
Even though I have had very few, very minor encounters with the police in my life, and I come from the most privileged background - I must say this statistic still foots with my experience.
I think we need a sort of milgram experiment with the police. I don’t think it’s their fault - it’s most likely a weakness we have as humans. but that doesn’t mean we can’t do something about it.
